Virtue was only important to Strauss as a means to an end. He also thought of religion in the same way, it was a way of controlling populations. If anything Strauss represents Dominionism, the ruling elite controlling all resources, politics, business, and every aspect of what most think of as "democracy"... in short, a very extreme right-wing version of the caste system.
